Director’s Report

invitees, media persons, staffs, alumni of the
Institute, my dear students and ladies and
gentlemen.
I, on behalf of this Institute and on my own
behalf, extend a very hearty welcome to you all
on this auspicious occasion, the 37th
Foundation Day Celebration of RIMS, Imphal and
the 3rd Graduation Day Celebration of
the Institute.
It is a privilege to have the Hon’ble Speaker,
the Hon’ble Minister of Health & Family Welfare,
Government of Manipur and the respected Vice
Chancellor of Manipur University in our midst
to-day sparing their valuable time to join us in
such a glorious day of our Institute.
It is a pleasure to have with us Prof. M. Lala
Singh and Prof. Th. Biren Singh, retired
colleagues of this Institute and thank them for
having happily agreed to grace to-day’s function
as Special Invitee.
I am grateful to the Ministry of Health & Family
Welfare Government of India; the concerned
authorities of the seven beneficiary States;
AIR; Doordarshan Kendra, Imphal; DIPR, Manipur;
Print and Electronic Media for their
co-operation and support from time to time in
various capacities in bringing up the Institute
to a greater height.
Ladies and Gentlemen, I am glad to present
before you the Annual Report, 2007-08 of RIMS,
Imphal, copies of which are with you now. With
your permission I shall treat it to have been
read out because of time constraint.
The Regional Institute of Medical Sciences,
Imphal has grown steadily since its birth in
1972. It is now an institution of nearly 2000
employees with an annual outlay of more than Rs.
50.00 crores. The Institue is fully funded by
the Ministry of Health & Family Welfare,
Government of India, New Delhi. However, for
research activities grants are also received
from various sources.
I am glad to inform you that after the Institute
was transferred to the Ministry of Health &
Family Welfare, Government of India from the
Ministry of DoNER w.e.f. 1st April,
2007, the first meeting of the Board of
Governors, Society of RIMS, Imphal was held on 2nd
April, 2008 in New Delhi uner the Chairmanship
of the Hon’ble Union Minister of Health & Family
Welfare. In the meeting the Hon’ble Union
Minister of Health & Family Welfare, Dr.
Anbumani Ramadoss expressed his keenness to
visit the Institute in May, 2008. He kept his
word and visited the Institute on 14th
May, 2008 and went back to New Delhi impressed
with the manpower resource of the Institute.
During his visit, he has committed to shape
RIMS, Imphal as one of the best medical
institutions in the country. We firmly believe
that he as a soft corner for RIMS, Imphal and
will fulfil the various commitments he had
announced on the that day. Some of the core
issues relating to RIMS, in his mind, are
starting of superspeciality courses, increase in
the number of MBBS seats, starting of Nursing
and Dental college, establishment of Cancer
Hospital, procurement of adequate modern medical
equipments and free medical treatment of
patients belonging to BPL category.
In my last year’s report, I had mentioned that
the Phase-II Project of RIMS, Imphal has been
cleared by the Expenditure Finance Committee
(EFC). I would like to inform you that during
the year under report the Project has been
sanctioned by the Union Finance Minister. Now,
we are in the execution mode.
The Institute and its Hospital are committed to
implementation of Government of India health
related schemes. During the year under report,
the Institute continued to conduct training
courses in the Departments of Anaesthesiology,
Obstetrics & Gynaecology and Community Medicine
under the National Rural Health Mission. Setting
up of an Eye-Bank in the Institute is on the
anvil under the National Blindness Control
Programme. RIMS, Imphal has been selected by the
Ministry of Health & Family Welfare, Government
of India as one of the medical institutes to
manage fund under Rashtriya Arogya Nidhi (RAN).
This status has so far been accorded to only a
few medical institutes of national repute.
To fulfil the commitment of providing best of
medical education and patient care service, the
Institute acquired a modest number of
sophisticated medical equipments for the
Departments of Radiotherapy, Ophthalmology, etc.
during the year under report.
The faculty of RIMS continued to be engrossed in
research and academic activities during the year
2007-08 too. 39 research projects were carried
out in the Institute with funds from agencies
such as WHO, ICMR, NACO, India CLEN, NEC and
Department of Science & Technology, Government
of Manipur. 9 doctors attended
Conference/Seminar/Workshop/CME outside India
and 56 attended such programmes outside the
State. We also encourage our non-teaching staff
to participate in these activities outside the
State and 4 of them attended such academic
activities. Various Departments of the Institute
organized Conference/Seminar/ Workshop/CME at
RIMS, Imphal, inviting eminent Resource persons
from renowned institutions of the country. This
year we organized 26 such programmes. 12
teaching and 9 non-teaching staff were trained
during the year under report to update their
knowledge. The Platinum Jubilee Celebration of
MCI was also observed in RIMS, Imphal courtesy
the Medical Society of the Institute by
organizing a CME programme in which Dr. Veh
Prakash Mishra, Vice Chancellor of DMIM
University, Nagpur was one of the resource
persons. The Medical Society of RIMS, Imphal
holds monthly scientific meetings and it also
publishes and annual scientific journal named
Journal of Medical Society which is indexed
internationally.
In the academic session of 2007-08, 100 students
were admitted to MBBS Course, 73 students in
Post Graduate and Diploma Courses and 7 students
in M. Phil Clinical Psychology Course. During
the said period, 116 MBBS students and 63 Post
Graduate students qualified after being trained
in the Institute. 7 students of M.Phil course
also completed the course successfully. From the
academic session 2008-09, the Institute has
earmarked 15 MBBS seats for All India Quota as
per the directive of the Hon’ble Supreme Court
of India.
During the year under report, 2,44,691 patients
attended various OPDs in the RIMS Hospital and
speciality centres while the number of indoor
patients was 31,523. A total number of 11,077
surgical procedures were conducted. The figures
include quite a good number of patients from
states like Mizoram and Nagaland.
With a view to expand and increase the
infrastructural facilities, some of the civil
works that has started during the year under
review are vertical expansion of the
Radiotherapy Department after its being upgraded
to the Regional Cancer Centre. In the same
Department, rooms for Microselectron, HDR
Brachytherapy and Telecobalt machines are being
constructed. Out of the 3 floors to be
constructed for the 50 bedded Paying Ward, 2
floors have been completed and have become
functional after inauguration of the building by
the Hon’ble Union Health Minister on 1`4th
May, 2008. Works for creating a Medical ICU in
the Medicine Ward which started in the previous
year was completed and inaugurated this year.
Ladies and Gentlemen, apart from producing MBBS
doctors, the Institute is committed to train the
Postgraduate students as teachers, researchers
and above all as competent doctors to manage and
treat the patients independently. We are also
aware of our social responsibilities. The
progress and betterment of the Institute,
despite many constraints and shortcomings, to a
large extent, depend on the support,
co-operation and concerted efforts of the
teachers, staff and students. In this aspect, I
am very fortunate to lead a great institute like
RIMS where talented teachers and staff are
available abundantly. The Hon’ble Union Minister
of Health & Family Welfare during his visit to
RIMS was full of praise for the teachers and
staff of the Institute for their commitment and
conviction. Such qualities were not acquired in
a few months or years but over a long period of
time. We, the senior faculty members need to
continue to guide and lead the younger
generation so that the legacy of camaraderie,
devotion and sacrifice is carried forward in the
generations to come.
I also take the opportunity to congratulate the
young graduates and Post Graduates, and those
who have won Gold Medals and awards. My best
wishes to them so that they shine in their
respective fields and do their Institute proud,
wherever they are.
I am also thankful for the rebirth of Alumni of
RIMS, Imphal. I am optimistic that an active
Alumni Association will go a long way in
strengthening their alma matter.
Lastly, I, on behalf of the all the staff and
students of RIMS, once again extend my sincere
thanks to the Hon’ble Speaker of Manipur
Legislative Assembly, the Hon’ble Minister of
Health & Family Welfare, Government of Manipur,
respected Vice-Chancellor of Manipur University,
respected special invitees, distinguished
invitees, media persons, staffs, alumni of the
Institute, my dear students and ladies and
gentlemen for your kind presence and
participation in this auspicious occasion
marking the 37th Foundation Day of
RIMS, Imphal and making the function a success.
May God continue to bless us for a bright future
and a meaningful growth of this Institute so
that we can improve in serving the people and
the society.
